Transforming Neurodevelopmental Services at NCH&C

Norfolk Community Health & Care's (NCH&C) Neurodevelopmental Service plays a vital role in assessing children and young people for Autism and Attention Deficit Hyperactivity Disorder (ADHD). In recent years, there has been a significant increase in the number of referrals across the country, including at NCH&C. Unfortunately, the overwhelming demand means that waiting times for assessments have now exceeded six years; a situation that urgently requires improvement.
To address these challenges, NCH&C is actively reviewing the way its Neurodevelopmental Service is delivered. The goal is simple: to streamline processes so that children and young people receive assessments more quickly and efficiently.
Collaborative approach to transformation
In partnership with Norfolk County Council, the Norfolk & Waveney Integrated Care Board, families, and other health providers, NCH&C is developing the Neurodiversity Transformation Programme. This initiative aims to introduce a new support framework for children, young people, and their families from the moment they recognise they may need assistance. By shifting the focus towards early intervention, the programme hopes to make a meaningful difference in the lives of those awaiting an assessment.
Latest developments in NCH&C service improvement
Specialised Pre-5 and Post-5 assessment teams
Starting 1 April 2025, referrals for children under five years old will be assessed by a dedicated Pre-5 team, while children five years and older will be seen by a Post-5 team. This structural shift aims to provide age-appropriate expertise and efficiency in the assessment process.
Pre-5 one-day assessment clinics
As part of the ongoing transformation, NCH&C is trialling one-day assessment clinics to explore more efficient ways of evaluating children referred to the service. Beginning in April 2025, a limited group of families with pre-5 children were invited to participate in an Autism assessment clinic. Children not included in this trial will continue through existing pathways.
Following this initial phase, a one-day clinic for Autism and ADHD assessments in post-5 children are being piloted in May 2025. These trials will help inform future decisions and improvements, ensuring that all assessments remain compliant with NICE guidelines.
Introducing a New Digital Referral Form
In early April 2025, NCH&C launched a digital referral form, designed in collaboration with health and education colleagues to make referrals quicker and more accessible. While the existing referral process remains available during this transition, the digital form is expected to streamline entry into the service and improve overall efficiency.
Waiting list validation initiative
A key challenge has been missed appointments, which result in wasted assessment slots and increased waiting times. To mitigate this issue, NCH&C is contacting families on the waiting list to confirm whether they still require an assessment. By reaching out in batches of 50, the service aims to better manage resources while ensuring that appointments are offered to those who need them.
Providing support beyond assessments
Recognising the need for accessible guidance and information, NCH&C has collaborated with Cambridgeshire Community Services to develop the ND Digital Library, a centralised online resource offering professional insights, practical strategies, and support for parents and carers navigating their child's neurodevelopmental needs. Whether families are looking for information on Autism, ADHD, or neurodivergence in general, this library serves as a valuable tool.
